Why is Obama such a hypocrite about the deficit?

Today he comes out and says he wants "bipartisan" support for bringing down the deficit. This sounds so hypocritical it is pathetic. His budget raises the deficit to historical levels. If Obama was really concerned about the deficit, wouldn't he have made a budget that actually reduces the deficit? He has a democratic house and senate? He could have submitted a budget that reduces the deficit and vetoed any budget coming from congress that does not reduce the deficit. He has clearly already shown he is not serious about reducing the deficit. Now he comes out pretending he is concerned about the deficit? Do the American people see through his shenanigans or are they still blinded?
