Is osborne running scared.?

Last night on 'ask the chancellor' he said that the tories would make cuts with 'efficiency savings'. Just weeks ago osborne said that the �11 billion efficiency savings darling had pinpointed were 'completely bogus'. What has changed his mind. Also osborne seemed like a lost puppy, he couldnt go 5 minutes without mentioning his beloved master cameron. Surely we need a strong chancellor not a yes 'boy' like georgie boy. After last night a labour victory looks likely. Well done georgie boy job done...
